The UK’s Department of Energy and Climate Change (DECC) announced today that the country is on the road to meeting its Kyoto greenhouse gas emissions reduction targets as it publishes its progress report to the United Nations (UN). The progress report is the UK’s Fifth National Communication under the UN Framework Convention on Climate Change (UNFCCC).

In a press statement, the DECC said its report, which will be discussed today by Climate Change Minister Joan Ruddock, shows that UK greenhouse gas emissions are expected to be some 23% below 1990 levels by 2010. The projected achievement is above the target of only 12.5% reduction set out under the Kyoto agreement.

The announcement comes as nations prepare for the months-away meeting in Copenhagen, Denmark in December to write a new treaty for reducing greenhouse gas emissions in their countries. The current treaty, the Kyoto Protocol, expires in 2012. World officials will be meeting in Bonn this week to begin negotiations for the draft treaty.

The UK points to several policies and programs as key to nearly doubling its emissions reduction targets, such as the Climate Change Act which aims for 80% reduction in greenhouse gases by 2050. The country has also been active in home energy efficiency projects such as nationwide insulation plans.

To discuss the report, Ruddock will be at the Cheltenham Science Festival today.

UK’s 12.5% reduction target is higher compared with other industrialized countries, the only ones obliged to make the cuts. Germany’s target is 21%, but it is yet to officially report that the target is being met.
